Read previewThe Kremlin has considered a broad range of scenarios for when the country should go nuclear, leaked Russian military files obtained by The Financial Times showed. The 29 leaked files pertain to tactical nuclear weapons and are dated from 2008 to 2014, meaning they're at least 10 years old. Meanwhile, China has publicly maintained that it adheres to a "no first use" nuclear policy and would only use nuclear weapons in response to a nuclear attack. The FT reported that a spokesperson for Russian President Vladimir Putin challenged the "authenticity" of the documents when asked about the nuclear files. Chinese and Western diplomatic officials previously told The Financial Times that Xi personally warned Putin against a nuclear war.

Trump, who reached a trade agreement with Beijing in 2019 that later expired, has not mentioned any potential deal with China during his campaign for the 2024 nomination. Two Japanese foreign ministry officials said they fear that Trump may be prepared to weaken U.S. support for nearby Taiwan in pursuit of a deal with China. A Trump aide told Reuters that no recent meetings have taken place between Trump and Japanese officials. "If he is going to cut a deal with China, Japan needs to try and get ahead of the curve and understand its potential role to support its interests in both the U.S. and in China," said Machida. Robert O'Brien, Trump's former national security adviser, also has connections with Japanese officials, two of the sources said.

China's Xi Jinping and President Joe Biden had their first meeting in a year this week. Xi entered the talks in an unfamiliar position of weakness amid China's economic woes. It was a stark contrast to recent public remarks by the Chinese president, where he sought to blame crises and conflicts across the globe on US meddling. The New York Times noted just how quickly Xi agreed to the demands, with previous US-China deals brokered after days of painstaking diplomatic negotiations. Though Xi is hoping for a short-term decrease in tensions, Chinese economic woes are unlikely to have altered his long-term calculations.

Chang said the Biden-Xi meeting was a “good” one, pointing to their agreement to resume high-level military communications. “It should help reduce the tensions between the U.S. and China, and it should increase stability of Taiwan Strait,” Chang said. Washington has a security pact with Taiwan to deter any armed attack from Beijing and has stepped up its support for the island. Xi sought assurances from Biden that the U.S. would not support Taiwan's independence and requested that Washington support China’s peaceful reunification with Taiwan. Sun Yun, director of the China program at the Washington-based Stimson Center think tank, said Washington won’t accept Beijing’s new demand to support peaceful reunification.

[1/7] Chinese President Xi Jinping arrives at San Francisco International Airport to attend the APEC (Asia-Pacific Economic Cooperation) Summit in San Francisco, California, U.S., November 14, 2023. He is due to meet U.S. President Joe Biden at an undisclosed location in the San Francisco Bay Area on Wednesday morning and then attend the annual summit of the Asia Pacific Economic Cooperation (APEC) forum. U.S. Trade Representative Katherine Tai, who with Blinken opened the APEC ministerial session, said the San Francisco meeting came at a time of "great uncertainty and challenges" for the region. As Biden arrived in San Francisco, shortly before Xi was due to land, dueling demonstrators greeted the U.S. president's motorcade from the airport. Earlier on Tuesday, a small aircraft flew circles over the APEC summit venue in downtown San Francisco, trailing a banner that read "END CCP FREE CHINA FREE HK FREE TIBET FREE UIGHUR," referring to China's treatment of Uyghurs, which the Biden administration calls "genocide."
